USVI Gets New Sept. 30 Deadline as HUD Reopens $4 Billion Homelessness Grant Competition

HUD reopened its $4.04 billion homelessness grant competition after the First Circuit stayed a lower-court ruling that had stopped it. The USVI now has until Sept. 30 to submit its CoC application as the underlying legal fight continues in federal court.
