OfReg Seeks Bids For Advanced Licensing System To Streamline Functions Loop Cayman Islands

The Utilities Regulation and Competition Office (“OfReg”) is inviting prospective bidders to submit bids to provide an “Advanced Licensing System” (ALS) which will perform all administrative licensing functions associated with the application for, and the management, processing, validation, payments, and issue of documents related to OfReg’s licensing activities.

According to the request for proposals (RFP), the ALS will give users the ability to submit license applications, modifications and cancellations through an online portal (such licenses include maritime (boat and coastal station) licenses, aeronautical (aircraft and ground station) licenses, amateur radio licenses, land mobile radio licenses and fixed link licenses).

The RFP also notes that ALS “shall have the functionality to check applications for validity, calculate fees, assess compliance with requirements, avoid duplication (e.g., MMSI numbers), and exchange information with external parties (such as the ITU).”

Bids submitted to a different location or after the submission deadline will be rejected.

Bidders and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of OfReg, other than the Procurement Contact or the Central Procurement Office, concerning this procurement. Failure to adhere to this rule may result in the disqualification of the bidder and the rejection of the bidder’s bid.
